-Dr. Sharad V. Khare

The crisis is required to be nipped in the bud : “ Declare India as a Hindu State”.

This was a statement issued by no less than an eminent economist, former Deputy Chairman of the Planning Commission of India, author of Gadgil Formula. This statement appeared in a then renowned periodical daily “Kesri”, on 14th October 1947, within three months after the attainment of independence. Dr.D.R.Gadgil was known for his erudite analysis in the fields of cooperative movement , economic planning esp. the basis of the principles of distribution of income between the Indian Union and the federating states. In 1969, he evolved a set of guidelines for the purpose, popularly known as the Gadgil formula, which formed the base of central assistance to states in the Fourth and the Fifth Five-Year Plans of India. The proposals were based on the parameters such as Population (60%), Per Capita Income (10%), Tax Effort (10%), On-going Irrigation and Power Projects (10%) and Special Problems (10%).[18] Later, on insistence from the state governments, the formula was revised (modified Gardgil formula) as Population (55%), PCI (25% – calculated by deviation and distance methods), Fiscal Management (5%) and Special Development Problems (15%).[18] In 1990, the standards were again modified, when Pranab Mukherjee, the formerly President of India, held the post of the deputy chairmanship of the Planning Commission, and the new set of rules came to be known as Gadgil-Mukherjee formula.

The original four page statement issued by Dr. D.R.Gadgil as a demand requesting the Union Government to declare India as a Hindu State is referred to.. In a way he had appealed to the authorities in the Indian Government as well as the learned members of the Constituent Assembly busy in framing the constitution and its deliberations to take into account the serious question of deciding the nature of the left-out portion of the Indian nation. There is of-course had never forgotten about this dimension as it came to the forefront in the Article 1 of the Constitution which states “ India that is Bharat…..”

However, that was not to happen. or, these members of the grand house were so naïve that they could not read the future plan of the so called minority communities left behind after the division of the Indian nation, who had different plans of action.

Muslim invaders from central Asia are reported to have arrived on the Indian soil around eighth century. from northwest of India. Gradually, these looters kept on moving towards Eastern and Central India defeating several Hindu kingdoms and over a few centuries, these invaders forcibly converted the native Hindus into Islam and settled for ever.

Communal riots shattered the social harmony . Muslims although in minority number, were always united but cruel and brutal during the riots. Between the year 2000 and 2022 there were 21 major riots in India in which hundreds of innocent citizens who had nothing to with the causes of the skirmishes and large scale riots , fell prey to the massacres .

The earliest warning:

Professor Dr. Dhananjay Ramchandra Gadgil on 10th October 1947 two months after independence issued a serios warning in the form of a Statement.

The gist of the Statement issued by the renowned son India is as following:

“It will be a matter of prudence to describe the Indian federal structure as a Hindu State. It is a federation of not merely provinces, but also those of ideas, customs, beliefs and faiths, deviations like , Buddha, Jainism , and several other traditions. After the creation of Pakistan, territorial integrity was lost ‘. The problem arose that the Hindutva was the lone factor that tied them united. India had experienced this culture-based and tradition bound status as it was so powerful for the past several thousand years that irrespective of divisive factors , the federal structure of the Indian federation remained united and powerful. These smaller States remained Hindu oriented .There might have been ‘Hindutwa’ may have appeared on the back foot , but it never was wiped out. It arose again and again with the same might. It will not be merely a folly but a grave blunder to reject its heritage.

“ The creation of Pakistan for the Muslim population and the remaining part being that of the Hindus , has led to a situation wherein we must acknowledge that “two” different states have come into being.

“Exchange of population is the real necessary solution. It will be in the interest of both the newly born states. India is bound to find very difficult and expensive to manage , the already densely Hindu populated India , if the left out behind Muslim population is also required to be managed , the entire situation will be out of control and will be a threat to India’s future. It is imperative that the two new States enter into an agreement on the question of population.

“The problem of Hyderabad Nizam princely state cannot be solved by way adopting the “satyaagrah” method. It needs a military action. That is the only solution.

Therefore , declare India a Hindu State.

In the recent times, extremist Muslims are on record to have disrupted the Ram Navami and Hanuman processions in Madhya Pradesh, Gujarat, Delhi, Karnataka , Andhra Pradesh, Uttar Pradesh and even Rajasthan.

Why do such disruptive riots occur repeatedly as if there has been a all India plan funded by the Middle East countries to Pakistan?

After going through the above history and the instances of Muslim riots, a thought creeps in the mind “How right Dr.D.R.Gadgil was!
